Clean and scale the fish, leaving it whole with head intact. Heat olive oil in a large baking dish and soften the sliced onions and minced garlic over a medium heat for five minutes until golden. Stir in the tomato paste, then add the tinned tomatoes, white wine, water, and herbs, seasoning with salt and pepper. Nestle the whole fish into the sauce, tuck lemon slices around it, and drizzle additional olive oil over the top. Bake uncovered at 180°C for 25-30 minutes until the fish is cooked through and flesh flakes easily from the bone. Garnish with fresh parsley and serve directly from the baking dish with crusty bread to soak up the aromatic tomato sauce.
