Heat oil in a large pot and brown the beef in batches until caramelised, then remove and set aside. Sauté onions and garlic until softened, add tomato paste and cook for 2 minutes. Return the beef to the pot, add bay leaves, stock and water, then simmer covered for 1 hour until beef is tender. Add potatoes, carrots and red pepper, simmer for 20 minutes until vegetables are cooked through. Stir in liver spread until dissolved to create a rich, thickened sauce, season with salt and pepper, and simmer for a final 5 minutes.
