Heat the oil in a large wok or frying pan over medium-high heat and fry the minced garlic until golden and fragrant, about one minute, being careful not to burn it. Add the cooled rice, breaking up any clumps with the back of a spoon, and stir-fry continuously for 5-7 minutes until the rice is heated through and each grain is separated. Season with salt and white pepper, tossing well to distribute evenly throughout. Finally, add the chopped spring onions and give the rice a final toss. Serve hot as an accompaniment to Filipino main dishes such as fried chicken, tocino, or tapsilog.
