Peel and dice the potatoes into small cubes, and finely chop the onions. Brown the beef mince in a large pan, breaking it up as it cooks, then add the onions and cook until softened. Sprinkle the flour over the meat, stir well, then add the stock cube dissolved in hot water along with the Worcestershire sauce, salt and pepper. Simmer for 10 minutes until the gravy thickens. In a separate pot, boil the potatoes until tender, then drain and mash with the butter and milk until creamy. Spoon the meat mixture into a serving dish and top with the mashed potato, smoothing the surface. Serve hot with crusty bread or soda bread.
