Heat the oil in a large heavy-bottomed pot over medium-high heat and brown the beef cubes in batches, then set aside. Add the diced onions to the pot and cook gently until softened and translucent, about 8 minutes. Stir in the paprika powder and tomato paste, cooking for 2 minutes to develop the flavours. Return the beef to the pot, pour in the stock, add the garlic, caraway seeds, and bay leaves, then bring to a boil. Reduce the heat to low, cover, and simmer for 1.5 hours until the beef is very tender. Add the potatoes and carrots, season with salt and pepper, then continue simmering for 30-40 minutes until the vegetables are completely tender. Adjust seasoning and serve hot in deep bowls with crusty bread and soured cream on the side.
