Heat oil in a large heavy-bottomed pan over medium-high heat and brown the pork mince, breaking it up as it cooks for about 5 minutes, then add the chicken livers and cook until no longer pink. Add the onion, celery, green pepper and garlic, cooking for 5 minutes until softened. Stir in the Cajun seasoning, cayenne pepper and bay leaf, cooking for 1 minute until fragrant. Add the rice and stir to coat with the oil, then pour in the chicken stock and bring to a boil. Reduce heat to low, cover and simmer for 18-20 minutes until the rice is tender and liquid is absorbed. Remove from heat, stir through the spring onions, season with salt and pepper to taste, and serve hot.
