Mix flour, eggs and salt to form a stiff dough, knead until smooth and let rest for 30 minutes. Roll the dough into thin sheets and cut into small strips, then hand-roll each piece into small balls or elongated shapes about the size of a chickpea. Heat oil to 160°C and deep fry the dough pieces in batches until golden brown, stirring occasionally for even cooking, then drain on kitchen paper. Heat honey with butter and water in a saucepan until combined and warm. Arrange the fried dough pieces on a flat serving platter, pour the warm honey mixture over them, and toss gently to coat evenly. Sprinkle generously with flaked almonds or chopped nuts and allow to cool completely before serving, as the dessert firms up as it cools.
