Mix flour, salt, and half the oil together, then gradually add water to form a soft dough and knead for 5 minutes until smooth. Divide the dough into 8 equal portions and roll each into a thin disc. Mix the remaining oil with chilli powder, spring onions, and garlic to create a filling, then spread this mixture over each disc. Roll up tightly from one end and coil the dough, then flatten gently with your palm into a thin pancake. Heat a cast iron skillet or griddle over medium-high heat and cook each khuli paa for 2-3 minutes per side until golden brown and crispy. Serve hot with butter or alongside spicy Bhutanese curries.
