Heat oil in a large pot and fry the curry paste for 1 minute until fragrant. Add the beef and brown on all sides, then pour in the coconut milk and stock. Add the potatoes, onions, and bay leaves, then simmer gently for 45 minutes until the beef is tender. Stir in the peanuts, tamarind paste, fish sauce, and palm sugar, then simmer for a further 10 minutes. Taste and adjust seasoning as needed, then serve hot with jasmine rice.
