Peel and grate the Chinese turnip, then squeeze out excess moisture using a clean cloth. Heat oil in a wok and fry the diced sausage and dried shrimp until fragrant, then add the grated turnip and spring onions, stirring for 2-3 minutes. In a bowl, whisk together rice flour, tapioca starch, water, salt, pepper and sesame oil until smooth, then combine with the turnip mixture. Pour into an oiled 8-inch square tin and steam for 40 minutes until a skewer comes out clean. Cool completely, then turn out and cut into rectangles. Pan-fry the pieces in oil until golden and crispy on both sides before serving.
