Mix flour with salt, then pour in boiling water whilst stirring until a shaggy dough forms, adding cold water gradually until a soft dough comes together. Knead for 5 minutes until smooth, cover and rest for 30 minutes. Divide into 4 equal pieces and roll each into a thin 30cm circle on an oiled surface. Brush generously with oil, sprinkle spring onions evenly over the surface, then roll tightly into a long rope and coil it into a spiral, tucking the end underneath. Press flat gently and roll out to a 20cm circle. Heat 2 tablespoons of oil in a frying pan over medium-high heat and fry each pancake for 2-3 minutes per side until golden and crispy, pressing gently with a spatula. Drizzle with sesame oil and serve warm with soy sauce or chilli oil.
