Mix flour and salt, then gradually add warm water and 2 tablespoons of oil, kneading until a soft dough forms. Leave to rest for 30 minutes. Meanwhile, heat ghee in a large pan and fry the chopped onion until golden, then add minced garlic and cook for 1 minute. Add the beef mince, breaking it up as it cooks for 8-10 minutes until browned, then stir in coriander, pepper and salt to taste. Divide the dough into 8 portions and roll each into a thin oval sheet. Place a spoonful of meat filling on one half of each oval, fold over to create a semi-circle, and press the edges to seal. Heat remaining ghee in a large frying pan and shallow-fry the pastries 3-4 minutes per side until golden and crispy. Serve hot, traditionally with yoghurt and pickled vegetables on the side.
