Bring water to a rolling boil in a large pot. Add the baking soda carefully, as it will cause the water to foam slightly. Cut the butter into chunks and add to the boiling water along with salt, stirring constantly until fully incorporated. If using milk powder, whisk it with a little cold water first to avoid lumps, then stir into the hot liquid. Alternatively, add traditional Bhutanese butter tea leaves if available. Continue stirring until the butter and salt are completely emulsified and the drink appears creamy and pale. Pour into cups and serve immediately whilst hot.
